Stop Press- Stop Press- DEADLINE for Holiday Homes is August 2011 ( £200 fine per unit)
If you rent out a cottage, self catering apartment,lodge etc for 4 months or more in any 12 month period, you must, by April 2011 have an EPC (Energy Performance Certificate), before you can rent them out. There has been much debate and contestation regarding the legality of including Holiday Lets in the Legislation. This has subsequently been confirmed by the Housing Minister ( as at October 2011 ).
These measures were set out in April 2008 with the EPBD (European Performance of Buildings Directive) but have been postponed until now by CLG (Communities & Local Government).
Exemptions:
-Caravans, tents, mobile homes and non-heated structures
-Total of rental period less than 4 months in any 12 month period

The wording:
Form April 2011, an EPC will be required for a property rented out as a holiday let where the building# is occupied as a result of a short term letting arrangement and is rented out for a combined total of 4 months or more in any 12 month period.***
# defined as a roofed construction having walls for which energy is used to condition the indoor environment. This definition excludes caravans, tents, mobile homes etc
Compliance/enforcement by Trading Standards. Fine £200 per unit.
